Though initially discouraged by the US DA, millions of Americans attempted Victory Gardens.  Secretary Wickard tried to discourage them because he believed it wasted seed, fertilizer and insecticide.


When First Lady Eleanor Roosevelt inquired about a suitable place to start a Victory Garden at the White House, USDA experts failed to identify a suitable plot.


Eventually the USDA yielded to the Victory Garden fever and by 1943 actively promoted them.
