Roy Richter established his helmet company in 1954 and named it for the firm's original location in Bell, California. After producing helmets for auto racers and law enforcement officers, Bell added motorcycle helmets to its lineup in 1971. Universal mandatory motorcycle helmet use laws are in effect in many -- but not all -- of the 50 states.
