This directory was compiled to help people who are deaf or with speech disorders to connect to text-based telephone services. The businesses and services listed within--doctors, schools, churches, government offices--typically had their own teletypewriter terminal to exchange messages with TDD/TTY users. If a business didn't have their own equipment, a relay service could be used to facilitate communication.
