Iraq sparked the 1990-91 Gulf War by invading its oil-rich neighbor, Kuwait. In response, the United States created a 42-country coalition to liberate Kuwait. Government officials also understood that American public opinion was vital to future military actions, avoiding domestic divisions that were endemic during the Vietnam War. Advocates called for "Supporting Our Troops" in defense of liberty and freedom -- key American values.
